Harkley Thornton, Trustee
Mr. Thornton is one of three Alpha Class trustees on OnPoint’s Board. Alpha Trustees are not affiliated with MILCOM, the fund’s manager. They are, effectively, the independent members of the Board.
Harkley R. Thornton, an entrepreneur and attorney, is the owner and president of Outlook Media, Inc., an advertising company focused on the development and acquisition of out-of-home products. Harkley has developed Outlook Media into a profitable media company with 100+ sites in central and north Florida, Alabama, Georgia, Louisiana, and Virginia.
Harkley serves on the Governing Board of the South Florida Water Management District (the "District") since appointed by Governor Jeb Bush in 1999. The District is responsible for the water supply and quality for 6 million Floridians and overseeing flood control and the environmental habitat. The District's territory stretches from Orlando to Key West, and includes the highest concentrations of Florida's population, including Miami-Dade County, Ft. Lauderdale, West Palm Beach, Ft. Myers, Stuart, and Orlando. As one of nine volunteer board members, Harkley is responsible for administering, consulting, and approving the District's more than $800 million annual budget.
Harkley's service on the District's Governing Board has required him to establish and maintain close working relationships with both federal and state legislative members and agancies including the US Army Corps of Engineers - Jacksonville Branch, the Environmental Protection Agency, the Department of Interior, Fish & Wildlife Service, and the US Forestry Service. In order to ensure the District's funding remains in place and regulatory rules stay favorable, Harkley has dedicated his time to secure and cultivate support for the District's projects and objectives. Additional community involvement includes serving annually on U.S. Congressman Ric Keller's Military Academy Selection Committee and being a Trustee to the Foundation for Osceola Education.
Before launching Outlook Media, Harkley was owner of The Thornton Company, an association and property management company responsible for managing more than 3,000 associations, apartment, residential, and time-share units. Harkley remained president and continued to guide The Thornton Company's operations until selling it in June 2001. Prior to owning these companies, Harkley provided legal services focusing primarily on real estate and business law.
A Florida native, Harkley received an appointment to the United States Military Academy - West Point where he earned a Bachelor of Science in Engineering and commissioned as a Second Lieutenant in the Army -Armor Branch. A near fatal injury while on military maneuvers on a M-1 Abrams tank caused him to medically retire from the Army after serving three years. Subsequently, he attended Boston University's Graduate Overseas Program specializing in International Studies in Paris, France, and earned a law degree from Florida State University College of Law.
Harkley is married to Stacy Juergensen Thornton of Orlando. They have two daughters, Gatlin, age 4, and Chaney, age 2 and one son, Harrison, age 2.
